Annual Report 2009 is now available.
Introduction from Mr Wojciech Hałka, Director of the Institute:
The year 2009 was a special one for National Institute of Telecommunications – NIT (Instytut Łączności Państwowy Instytut Badawczy – IŁ PIB) and for me in particular. We have celebrated 75th anniversary of our historical predecessor formation (NIT, in 1934), from which contemporary Instytut Łączności was created (in 1951). For me personally, the date of my appointment to the post of the Director of the Institute (15 of July) was distinguishing and creating a new challenge, having in mind the responsibility for the institution and respect for achievements of the founders.
This year we have decided to prepare this Annual Report, for the first time addressed not only to our supervisory Ministry of Infrastructure, but also to wide public, industrial and research partners, potential clients of our scientific studies, research and development projects, consultations, expertise and laboratory services.
In the Report, you will find as well some general information about our legal status, mission and internal structure, as many details on our research departments, scientific and R&D staff, their activities, main projects and achievements, publications and patents.
In 2009, our Laboratory of Electrical, Electronic & Photonic Metrology has gained official accreditation for inter-laboratories comparison testing, the first of this type in Poland issued by PCA (Polish Centre for Accreditation). This great success summarizes in the best way the high quality and competency of our laboratories and its staff. We have also opened the services of our time laboratory, based on two Atomic Time standards, to the public via net (class STRATUM-1 standards, available with NTP protocol on our website). All who need high quality and stable time scale can now use it.
Our main research activity in 2009 was focused on new multiyear projects. First is The New Generation IT Services and Networks Project, realized as public order for the Ministry of Science and Higher Education. Our Institute leads and coordinates the consortium of 6 partners in this project, including Universities of Technology in Gdańsk, Krakow, Poznań, Warszawa and Wrocław. Final results will be reached by the end of 2010.
We have also started 2 new projects financed from structural funds of Innovative Economy Operational Programme. One is The Broadband Infrastructure Information System realized in cooperation with the Office of Electronic Communication and the Ministry of Infrastructure, the next is VRLA Batteries Supervisory System addressing new power solutions for the telecom operators and other companies. The Institute leads and coordinates both projects. By the end of 2009 we have gained 2 other research projects, important for our plans for 2010 and beyond.
In 2009 we have also acquired several R&D contracts from the industry, mainly from telecom operators and some suppliers active on Polish market. These included data mining and decision support solutions, billing and signaling systems analysis, optimization of SDH and Ethernet networks, radio network planning, planning of digital TV multiplexing and broadcast, new digital radio system testing and EMC tests. This contractor projects gave us special satisfaction because of results directly implemented into practice and measurable effect for our industrial partners.
Our international research activity in 2009 was focused on several types of projects (FP6 and FP7, COST, Eureka, InterReg). The scope of these projects is wide, as wide is our research activity.
It varies from new measurement methods for optical systems and theoretical models for convergent networks, to information systems for some social studies and efficient and secure solutions for sea navigation. The Institute has also organized 2 international conferences: ICTON (International Conference on Transparent Optical Networks) and DSTIS (International Conference on Decision Support for Telecommunications and Information Society). They have became already recognized scientific events and gathered several hundred participants. These conferences have been organized in different European countries (ICTON since 2005, DSTIS since 2001, both in Portugal in 2009).
The Institute, as national research centre, and our research and technical staff, provide also expertise and consultancy services to the government and local administration. In 2009 this activity was focused mainly on important national projects as Digital Poland (Ministry of Internal Affairs and Administration) and Broadband Infrastructure Development and Digital TV Implementation (Ministry of Infrastructure, Office of Electronic Communication, Local Governments). We are especially proud of being able to support these projects vital for the society.
In our Institute we look further for new challenging opportunities to develop our research and scientific capacity, the potential of our staff and laboratories. I would like to express my thanks to all of our partners, contractors, friends and supporters for their continuous belief and assistance.
